The policy is amended to clarify that when an agreement having a PLP 2020 program is fully ratified, meaning having been ratified by the union and approved by the Legislature, any accrued Furlough Leave shall be administered in the same manner as the PLP 2020 provisions. The policy further clarifies that any accrued Furlough Leave shall be used before PLP 2020 leave. |

Effective July 1, 2020, in response to the economic crises caused by the COVID-19 pandemic, the Furlough Program 2020 is being implemented. As a result, California Department of Human Resources (CalHR) implemented the Furlough Program pursuant to the requirements of Government Code section 19849 and to assist in achieving budget savings. |
