Introduction

The California Department of Human Resources (CalHR) established the VPLP to permit employees to have more time for personal pursuits.  VPLP is subject to change through collective bargaining.

Statement

VPLP allows eligible employees to receive additional leave time in return for a corresponding reduction in pay.  The program is available to represented employees in Bargaining Unit (BU) 1, 2, 3, 4, 5, 9, 10, 11, 14, 15, 16, 17, 18, 19, 20 and 21 and excluded and exempt employees.

Rank and File Employees

For rank-and-file employees, participation in the VPLP is subject to the applicable Memorandum of Understanding (MOU).  Subject to the applicable MOU, departments shall offer rank-and-file employees the opportunity to participate in VPLP, however, participation for BU 18, 19, and 21 employees is at the discretion of each department.

For most BU’s the maximum accrual limit is 240 hours. Departments with employees in BU 18, 19, and 21 will put in policy, the program criteria, maximum accrual amounts, and operational limits that align with MOU provisions.

Employees may be removed or cancel their participation in the VPLP consistent with the applicable MOU’s.

Employees Excluded from Collective Bargaining

Excluded and exempt employee participation in VPLP shall be consistent with the provisions of California Code of Regulations, title 2, section 599.737.5 and participation is at the discretion of each department. The following provisions apply to the program for excluded employees:

Employees may cancel their participation in the VPLP by informing their personnel office of the request to cancel, consistent with the California Code of Regulations, title 2, section 599.737.5.

Application

Departments may provide an election form for employees to elect participation in the program.  For participating employees, VPLP is administered by reducing pay in exchange for one, two, or three days of VPLP credits.

Upon receipt of an employee election to participate in VPLP, personnel transactions staff will document the VPLP to reduce the employee’s pay by the equivalent number of days elected as defined in Pay Differential 286 – Voluntary Personal Leave Program Differential – Bargaining Units 1, 2, 3, 4, 5, 9, 10, 11, 14, 15, 16, 17, 18, 19, 20, 21, and excluded employees.
