Synopsis
This policy provides information regarding the Universal Administrative Fee paid by employers for the administration, payroll processing, and reporting of state employee benefits.
Introduction
The California Department of Human Resources (CalHR) is responsibile for the administration of various benefit programs and policy. The State Controllers' Office (SCO) is responsible for the administration of payroll processes and reporting.
Statement
The CalHR and the SCO assesses each employer a monthly Universal Administrative Fee to administer various benefit programs including:
- Dental
- Vision
- Pre-tax Deduction under the Flexible Benefit Plan
- Statewide Wellness
- Dependent Re-Verification
- Other Post Employment Benefits
- Affordable Care Act
- Benefits Administrative Manual Training
Universal Fee
The Universal Administrative Fee is allocated as follows:
- $1.58 is paid to CalHR
- $0.61 is paid to SCO
Notice to Employers
CalHR will notify employers when there are changes to the Universal Administrative Fee. In addition, the SCO will notify employers via pay letter.
Application
Employers must be aware of the Universal Administrative Fee for accounting and budget purposes.
