This policy:

Introduction

The CalHR Benefits Division administers the 25-Year State Service and Retirement Awards, which recognizes state employees who have completed 25 or more years of service, including those retiring with 25 or more years of service. 

Statement

The Legislature established the 25-Year State Service and Retirement Awards program to honor state employees who have completed 25 or more years of state service. There are two types of awards:  

25-Year State Service Award 

Departments may present a certificate, plaque, or other suitable memento to retiring state employees who have completed 25 or more years of state service as of their retirement date. The total cost may not exceed $165, plus tax. 

Who is Eligible?

All state employees.

Application

Departments may purchase mementos for eligible employees directly from the suppliers listed on the CalHR Merit Award Program webpage, using form STD 065, the CalCard, or through FI$Cal.? 

Employees with questions about their eligibility for the awards should contact their department’s Human Resources Office (HRO). ?Each department determines the scope of the awards program and which suppliers to use.

Note: As of January 31, 2017, the CalHR Merit Award Program Manager serves as the point of contact for all product-related questions, concerns, or complaints regarding service providers. Please report any issues to CalHR promptly for resolution. 

Non-Core, Higher Cost Items 

With department approval, employees may select a non-core item, including those exceeding the $165 limit. The State of California will cover up to $165 plus the tax on that amount, and the employee is responsible for any remaining balance. 

Employees must pay their portion in full before the order is placed. Orders should not be submitted until the employee’s payment has been received. The state’s portion will be processed according to standard state payment terms.
