Introduction

The following policy addresses safety footwear reimbursement or safety footwear allowance for any full-time supervisory or managerial employee whose position is designated S09, M09, S12, M12, or S13 and is eligible for reimbursement.

Statement

Effective January 1, 2006, any full-time supervisory or managerial employee whose position is designated S09 or M09 is eligible for reimbursement for safety footwear if the employee is assigned to a field position. The employee does not need to be a “registered” engineer.

Effective July 1, 2021, any full-time supervisory or managerial employee whose position is designated as S12 or M12 may be eligibile for reimbursement for safety footwear if the employee is employed by one of the following departments:

            California Department of Corrrections and Rehabilitation

            California Department of Education, Nutritional Services Division

            California Department of Transportation 

            California Highway Patrol

            Department of General Services

            Department of Water Resources

Effective July 1, 2022, any permanent full-time supervisory employee whose position is designated as S13 may be eligible for an annual safety footwear allowance if the employee is employed by one of the following departments:

            California Department of Transportation

            California Military Department

            California Museum of Science & Industry

            California State Lottery

            Department of General Services

            Department of Motor Vehicles

            Department of Public Health

            Department of State Hospitals

Application

Safety footwear reimbursement for S09 and M09 is subject to the following conditions:

  1. Reimbursement shall be for the actual cost of the safety footwear, not to exceed $150 once every 12 months.

  2. The employee must be assigned to a field position. A “field position” is defined as: A full-time S09 or M09 designated position that is assigned to work outside an average of 25 percent of the time during the 12-month reimbursement period. Typically, required tasks include on-site review of a contractor’s operation, inspecting field conditions or work performed by contractors, field surveying, landscape review, materials testing, construction layout and staking, and maintenance.

  3. Supervisory and managerial engineers assigned to field positions will be responsible for purchasing safety footwear if required (and not provided) by the department for which they work.

  4. “Safety footwear” is defined as: Steel-toed boots or shoes or a serviceable leather work shoe or boot that complies with the employing department’s written policy, if any, and which the employing department requires to be worn while carrying out the duties of the employee’s position.

  5. The employing department may require a valid receipt for the purchase of the safety footwear before authorizing reimbursement.

Safety footwear reimbursement for S12 or M12 is subject to the following conditions: 

  1. Reimbursement shall be for the actual cost of the safety footwear, not to exceed $100 per year or $200 every two years, for purchases made for work footwear consistent with department policy.

  2. Supervisory and managerial employees shall wear such footwear at all times while on duty.

  3. The employing department shall require a valid receipt for the purchase of footwear before authorizing reimbursement and employees may not submit more than one receipt per year.

Safety footwear allowance for S13 is subject to the following conditions:

  1. An allowance of $200 per year shall be provided for the purchase of required work footwear consistent with department policy.

  2. Supervisory employees shall be responsible for the purchase of the required footwear and shall wear such footwear at all times while on duty.

  3. Annual allowances shall be distributed by September 1 of each year.
